In 1974, he graduated from the Faculty of Applied Mathematics of Azerbaijan State University (now Baku State University). From 1983 to 1988, he was a doctoral candidate (dissertant) at the Central Economic and Mathematical Institute of the USSR Academy of Sciences (CEMI).
In 1990, he defended his Candidate of Sciences (PhD) dissertation at CEMI on the topic “Analysis of the Structure of a System of Random Variables” under specialty code 08.00.13 – Economic and Mathematical Methods, and was awarded the academic degree of Candidate of Economic Sciences.

1974-1980 – Junior Research Associate, Senior Research Associate, Head of Bureau and Sector at the Computing Center of Baku State University.
1980-1987 – Head of Sector at the Laboratory of Automated Information Processing Systems under Baku State University and the Central Committee of the Azerbaijan Communist Party.
1987-1990 – Head of Sector at the Automated Information Systems Department of the Academy of Sciences of Azerbaijan.
1990-1992 – Head of the Sociology Laboratory at the Azerbaijan State University of Economics (UNEC).
1992-1995 – Head of Department and Secretary of the Collegium at the State Commission on Student Admission.
1996-2007 – Local expert and consultant for the World Bank.
1998-2007 – Founder and First Director of the Social Technologies Center “Synergetics” (STM).
1995-2000 – Associate Professor at the Department of Sociology, Baku Institute of Political Science and Public Management (BISMPS).
2001-2009 – Associate Professor and Head of the Department of Public Administration and Management at the Academy of Public Administration under the President of the Republic of Azerbaijan.
2010-present – Head of the “Development of the Non-Oil Sector” Department (formerly “Social Research and Consulting”) at the Scientific Research Institute of Economic Studies under UNEC.
2018-present – Associate Professor at the Department of Business Administration, UNEC Business School.
Holds an International Project Management Association (IPMA) Certificate Level B (No. A2.12.B.0009, 2012) and serves as a First Assessor, including within the AzPMA Project Managers Certification Program.
Currently a part-time lecturer (PhD in Economics) at the UNEC MBA Center.
